By using a good specification you can find the best supplier for your (new) assets or their maintenance. This specification basically consists of two parts: one part that is related to the tenderer (the supplier) and a part that is related to the content (the asset or its maintenance).
Items of the specification related to the tenderer are:
- Grounds for Exclusion: these are related to the overall reliability of the tenderer. For example: professional integrity and credit worthiness.
- Eligibility Requirements: the minimum coverage requirements, which are related to this specific tendering. These may be related to economic and financial capacities, or to technical or professional competence.
- Selection Criteria: these can be used to reduce the number of invited candidates to a certain maximum.
Awarding Criteria are part of the specification related to content. Here you can choose between two types of Awarding Criteria:
- Lowest price;
- The most economically advantageous tender.
Aspects that can be included in the most economically advantageous tender may, for instance, include: price, quality, performance, availability, operational costs, maintenance costs, parts supply, etc.
Based on your requirements, AssetPouwer formulates your specification, including grounds of exclusions, eligibility requirements, as well as the Selection- and Awarding Criteria. The shape and intensity of the specification are primarily dependent on the form of contract and tendering procedure that you choose. In addition to the specification, AssetPouwer will design a clear assessment matrix, which will ensure a balanced weight of the Awarding Criteria. In the next stage, tenders can be evaluated in a traceable way by means of the assessment matrix.
